Creole Osceola Big Chief Clarence Delco Dalcour has masked for 37 years and is considered an elder statesman by tradition bearers. He is well-respected for mentoring young participants and providing leadership in situations that impact Mardi Gras Indians and the larger cultural arts community. He is an independent contractor who returned to the region in October, he is active in the effort to rebuild the region and cultural traditions that define the city.
